Budaya Seleksi CPNS 2012

Badan Pemeriksa Keuangan (BPK) ikut andil melakukan pemeriksaan atas penerimaan Calon Pegawai Negeri Sipil (CPNS) baik di pemerintah pusat maupun daerah. Dalam pemeriksaan awal, BPK menemukan ada potensi kecurangan dalam penerimaan CPNS terutama di lingkup pemda.

"Pengadaan pegawai di daerah adalah suatu yang rawan," kata Anggota III BPK RI, Agung Firman Sampurna kepada wartawan di Kantor Pusat BPK, Jakarta, Rabu (12/9).

Menurutnya, potensi pelanggaran penerimaan dan penempatan PNS lebih besar besar terjadi di daerah daripada pusat. Selain itu, kerugian pelanggaran penerimaan dan penempatan PNS lebih berdampak terhadap pada membengkaknya anggaran belanja pegawai. "Itu negara akan menerima kerugian karena PNS yang direkut tidak kompeten maka negara akan membayar kepada orang tidak berkompetensi," tegasnya.

Selain itu, Agung menilai proses penggadaan PNS yang tidak sesuai kompetensi muncul karena adanya indikasi CPNS melakukan penyuapan agar bisa menjadi PNS. "Karena mereka membayar, tidak punya kompetensi ada kemungkinan mereka melakukan pelanggaran," cetusnya.

Dia menambahkan BPK menemukan adanya pelanggaran penggadaan dan penetapan formasi PNS tahun 2009 dan 2010. Temuan tersebut berdasarkan pilot project pemeriksaan kinerja BPK tahun 2011 terhadap beberapa sampel di instansi pemerintah pusat dan daerah. "BPK mengindikasikan permasalahan atas penempatan formasi dan pengadaan PNS," ujarnya.

Hasil audit pendahuluan yang dilakukan BPK menghasilkan permasalahan yang muncul saat penetapan formasi PNS yakni pengendalian internal atas pengelolaan data kepagawaian tidak sesuai ketentuan, database kepegawaian yang berbeda, tidak ada SOP (Standar Operating Procedur) dan sosialisasi pengusulan formasi PNS, usulan tambahan formasi dari intansi belum berdasarkan analisis kebutuhan.

"BPK akan melakukan pemeriksanaan kinerja atas penetapan formasi dan pengadaan PNS tahun 2009 dan 2010. Pemeriksaan ini dilakukan berdasarkan Pasal 6 ayat (3) Undang Undang 15 tahun 2006," imbuhnya.

Nantinya hasil audit kinerja terhadap pengadaan dan penetuan formasi PNS tahun 2009 dan 2010 serta proses penerimaan PNS tahun 2012 akan menghasil sebuah rekomendasi untuk perbaikan penetapan tugas dan kerja PNS di Kementrian/Lembaga sehingga anggaran untuk belanja pegawai tidak membengkak.

Dan tidak menutup kemungkinan Andik akan dikontrak DC United jika kualitasnya dianggap layak masuk skuad. Kasper pun membantah postur Andik yang mungil bakal menjadi pertimbangan pihaknya. Menurutnya, postur kecil tidak ada pengaruh apapun untuk menghambat peluang seorang pemain berkembang.

"Ada banyak pemain yang tidak terlalu besar di liga kami, tapi mereka bisa tampil baik. Dan kami juga memiliki pemain seperti itu (postur kecil) di klub ini. Seperti Christian Gomez yang kecil tapi memiliki sesuatu yang istimewa. Anda harus selalu memiliki pikiran yang terbuka," tambahnya.

Timnas Indonesia Vs Korut

Meskipun diyakini meraih kemenangan, namun Timnas Indonesia senior bentukan PSSI pimpinan Djohar Arifin Husin yang diasuh oleh Nil Maizar akan menerapkan strategi bertahan saat menghadapi Korea Utara (Korut) di ajang SCTV Cup 2012 yang akan digelar Senin (10/9/2012) di Stadion Gelora Bung Karno Jakarta.
Sebelumnya di turnamen yang sama, Timnas Indonesia U-22 harus mengakui kekalahan dari Timnas Malaysia U-22 dengan skor 0-1. Bisa jadi, untuk menghindari kekalahan dengan skor telak lantaran Korea Utara dikenal ganas saat menyerang, pelatih Nil Maizar akan berfokus pada lini pertahanan tim Garuda.
Namun, Nil Maizar mengelak jika timnya disebut menerapkan permainan bertahan saat melawan Korea Utara nanti. Menurut mantan pelatih Semen Padang itu, ia akan menginstruksikan para pemainnya untuk menunggu sebelum berbalik menyerang.

“Tapi bukan berarti kita akan bermain bertahan. Jadi, kita tunggu dia (Korea Utara) dulu menyerang, lalu mulai organisir permainan, lalu tinggal menyerang (balik),” ungkap Nil Maizar di Jakarta belum lama ini.

Korea Utara memang menjadi tim yang paling diunggulkan di turnamen SCTV Cup 2012. Pasalnya, tim asuhan Yun Jong-Su masih diperkuat sejumlah pemain top yang memperkuat Korea Utara di gelaran Piala Dunia 2010 silam.
Oleh karena itu, Nil Maizar berharap agar Wahyu Wiji Astanto dan kawan-kawan bisa bermain dengan baik saat menjajal Korea Utara nanti. Sementara itu, dari pihak PSSI pimpinan Djohar Arifin Husin yakin bahwa timnas akan mampu mengalahkan Korea Utara.
“Mudah-mudahan pemain bisa maksimal di posisinya masing-masing. Hal ini saya harapkan bisa berjalan baik, karena kondisi, semua pemain fit untuk menjalani pertandingan nanti,” pungkas Nil Maizar
